Assistant Program Director- Topeka, KS
JOB TITLE: Assistant Program Director
LINE OF RESPONSIBILITY: Responsible to the Program Director
FLSA CLASSIFICATION: Exempt
GENERAL DESCRIPTION:
The Assistant Program Director provides support to the Program Director in managing the Unaccompanied Children’s (UC) program. The Assistant provides input, feedback and assistance as requested. May exercise the authority of the Program Director as delegated. Manages the day-to-day operation of the UC Shelter Program.
DUTIES:
E = Essential function, M = Marginal function
1. Provides support to the Program Director. May exercise authority of Program Director in his/her/their absence. (E)
2. Serves as secondary liaison to the Office of Refugee Resettlement (ORR). (E)
3. Develops and implements internal quality assurance measures. (E)
4. Provides regular and timely reports/data to ORR and other entities as required regarding operations and services. (E)
5. Participates in management team meetings. (E)
6. Remains available to respond to crisis situations 24/7. (M)
7. May review surveillance recordings of all incidents that meet criteria for such review and documents findings. (M)
8. Coordinates response to potential risks to the program. (E)
9. Participates in hiring and disciplinary actions pertaining to key program employees. (E)
10. Supervises subordinate staff to include scheduling, assigning duties, evaluating the work performed, approving/denying requests for leave, making recommendations that carry significant weight to the Program Director for progressive discipline and termination, and making recommendations to the Program Director regarding pay. Provides positive motivation to staff and guides them in the successful execution of their duties. Mentors staff and leads by example. (E)
a. Directly supervises the Lead Clinician, the Lead Case Manager, the Learning Coordinator, the Quality Assurance Program Evaluator, the UC Residential Supervisors, Food Service Manager and the Travel Coordinator.

QUALIFICATIONS:
REQUIRED: A Bachelor’s degree in education, psychology, sociology or other relevant behavioral science plus five years of progressive employment experience with a social services or childcare agency or organization. Pass a KBI, CANIS and any other required background checks. A good driving record in order to be insured by The Villages’ insurance company.
PREFERRED: Bilingual (Spanish/English) language competency in both spoken and written forms.

Generally, the Lead Clinician is responsible for the supervision and administration of clinical services provided to Unaccompanied Children (UCs).

Bilingual Clinician- Topeka, KS
JOB TITLE: Bilingual (Spanish/English) Mental Health Clinician
GENERAL DESCRIPTION:
The Bilingual Mental Health Clinician is responsible for providing specified mental health services to Unaccompanied Children in the Office of Refugee Resettlement (ORR) Shelter program. The Clinician is the care provider staff who supports the mental health, safety and wellbeing of every child in care. The Clinician manages a case load of twelve minors and provides oversight for the child’s mental and emotional health.
QUALIFICATIONS:
REQUIRED: A Master’s Degree from an accredited clinical program in Social Work, Psychology, Sociology or other relevant behavioral science in which direct clinical experience is a program requirement. Clinician must be licensed or eligible for licensure in Kansas. Must pass a KBI and CANIS background check. A good driving record in order to be insured by The Villages’ insurance company.
BONA FIDE OCCUPATIONAL REQUIREMENT (BFOQ): Bilingual (Spanish/English) language competency in both spoken and written forms is required.

The Lead Case Manager is generally responsible for all case management services falling under the scope of the federal Unaccompanied Child (UC) grant. The Lead Case Manager is responsible for coordinating case management services, supervising the case management team to ensure full compliance with ORR policy and procedures

1. Coordinates all case management services to include coordination and oversight of each UC’s family reunification and discharge, and follow up services if needed. (E)
2. Coordinates the safe and timely release services. (E)
3. Participates in management team meetings. (E)
4. Monitors and provides quality assurance for the federal Unaccompanied Child (UC) portal to make sure significant incident reports, and other reports are completed and submitted in the time frame allowed. (E)
5. Sustains professional relationships and maintains clear and direct communication with various stakeholders as needed. (E)
6. Facilitates weekly staffing with Case Coordinator. (E)
7. Reviews case files for accuracy, completeness, and timeliness. Ensures that all services provided to each child are properly documented in each child’s case file. (E)
